MINNESOTA RURAL HEALTH COOPERATIVE
VALUES:
The Minnesota Rural Health Cooperative values include local decision making, maintaining a high quality, effective and cost efficient system of health
care which meets local needs; and preserving the overall health of our communities - physical as well as economic.
MISSION:
The mission is a cooperative effort of physicians, public health agencies, and hospitals to preserve and maintain health
care resources and access with local community choice and control for member communities in southwestern Minnesota.
GOALS:
A. To provide a means to encourage community based, local decisions in maintaining access to health care.
B. To
preserve individual patient choice in accessing health care to the extent possible.
C. To assist in the recruitment and retention of health care professionals in the area served.
D. To emphasize the
important role of health care in the economic health of our communities.
E. To provide information and assist members and communities to avoid duplication of effort and identify areas where increased service
will be valuable and effective.
F. To provide a collective means of communicating with our communities about health care reform and changes which will occur in the ways health care is delivered. (We
will experience change in our communities, but our goal is to maintain health care access for the people who live in the area.)
G. To provide a means to effectively manage care within the area from both
clinical and economic perspectives.
H. To provide a vehicle to analyze managed care offerings and respond as a group to contract negotiations.
I. To provide a vehicle for marketing of cooperative services.
WHO ARE MEMBERS?:
A hospital, a clinic of physicians in one location, whether independent or part of another corporation, and public health agencies, with each having one
vote.
As the by-laws currently stand, only physicians and hospitals are members, elected from districts to a board of 6 physicians and 5 representatives of hospitals. Current state law prohibits public health from purchasing stock, which they must do to become members of the cooperative.
FUNCTIONS:
A. To provide group
legal consultation regarding contracting with insurers.
B. To provide the members with contract analysis expertise.
C. To provide access to risk management services.
D. To provide members with access to stop loss insurance.
E. To offer group marketing of health care services to purchasers.
F. To collect and analyze data in support of contract negotiation.
G. To develop information management systems.
H. To develop business support services.
